Admins can't see tickets

What terms did you try when SEARCHING for a solution: authorized category, category, authorized
Write your message below: We have five users on our help desk. All are Admins. All but two of them can view anything. Two get this error message when they click a link to view a ticket from their email notification:
Error: You are not authorized to view tickets inside this category!
They are authorized to view all categories. They have full admin privileges. Any idea on a fix for this so they can respond to tickets?
