Hesk problems with 2 sites

I am currently running 2 different installations on 2 virtual sites. However, even though the php, mysql and script versions are the same, the two products act differently.

On the first site when a user logs in, he will only see the tickets in the category he is assigned to..

However, on the second site, when a user logs in he sees all tickets for all categories.

In addition on the first site you only receive e-mails for your category and for the second site you receive for all categories.

In addition the the above listed problems. I have also noticed that I have to sign in 2 times to enter the admin area. The first time I attempt to log in i receive a password error, The second time I log in it goes through. that only happens on the site that I am already having problems with (hillsdalepolice.com)

I set debug mode and received this one time only.

Can anyone assist with this?
