Manage User Categories won't update

Software seems to be installed and working well. One problem: In the manage users area, the categories don't seem to save. Updating deletes the categories column in the user table. Have checked boxes, however on page reload, no boxes are checked.

Note that administrators have access to ALL categories that's why if a user is an administrator any category changes will not be saved. It will however for any non-administrator users.
